2016年、EMA日本の3年目の活動も、無事に終わろうとしています。
今年は、2月のEMA日本2周年パーティーに、超党派LGBT議連の西村ちなみ幹事長がメッセージを寄せて下さったほか、世界初の事実上の同性婚を実現したデンマークの駐日大使も駆けつけて下さいました。国会では野党がLGBT差別解消法を提出し、自民党もLGBTに関する施策を発表しました。7月の参議院選挙ではEMA日本として同性婚を支持する与野党の候補者を公表、その多数が当選しました。また、自民党の稲田朋美政調会長を含め、与野党問わず多くの国会議員が同性婚の法制化についてEMA日本の要望を聞いて下さいました。
11月には、上記フレッシュフィールズ・ブルックハウス・デリンガー、リンクレーターズ、モリソン・フォースターなどの弁護士事務所、ゴールドマンサックスなどの弁護士の方々が中心となって結成したLGBT支援のためのネットワークLLANが、アンダーソン・毛利・友常法律事務所、森濱田松本法律事務所、長島大野常松法律事務所、西村あさひ法律事務所等の大手法律事務所もメンバーに加え、Equality Galaを開催。米国法曹協会（ABA）会長、オーストラリア元連邦最高裁判事から日本の同性婚法制化に向けたエールのスピーチをいただくと同時に、超党派のLGBT議員連盟および自民党のLGBT特命委員会からそれぞれ牧島かれん衆議院議員、宮川典子衆議院議員がご参加下さいました。
このほか、Avanade社など企業にお招きいただいて同性婚法制化の必要性について講演をさせていただいたり、同性婚人権救済弁護団などと共催でシンポジウムを開催するなどの活動も実施しました。これらの活動によって、日本における同性婚の法制化に向けた機運も少しは前進したのではないかと自負しています。
しかし、今年のEMA日本の活動のハイライトは何より、アメリカにおける同性婚の実現に中心的役割を担ったFreedom to Marryの代表、エヴァン・ウォルフソン氏を2月に日本に招聘したことだったと思います。
エヴァンは米国大使館・米国総領事館のご支援をいただき、東京アメリカンセンターおよび札幌、大阪、那覇において講演会を行いました。各地の人権救済弁護団の方々にもお世話になりました。また、世界で初めて同性婚を法制化したオランダの駐日大使館にも会場を提供いただき昼食講演会を開催しました。ご参加いただいた方々に感謝申し上げますと共に、スポンサーをいただいたデルタ航空、フレッシュフィールズブルックハウスデリンガー法律事務所、モリソン・フォースター外国法事務弁護士事務所、外国法共同事業法事務所リンクレーターズの各社にも改めてお礼申し上げます。
エヴァンは、同性婚がなぜ必要か、多くの人たちに訴えてくれただけでなく、そのためにEMA日本がどんな活動をしなければならないか、多くの示唆を与えてくれました。これを教訓に、EMA日本は、世論の喚起、裁判、自治体の同性パートナーシップ、ロビーイングなどの戦略をより具体的に策定し、実施します。
EMA日本は7人の役員が中心となって、本業の仕事をしながら、時間を割いてボランティアベースで活動していますが、上記の活動には多くの会員やボランティアの方々にもご支援をたまわりました。2017年は上記戦略を実行するべく、事務局体制や広報、ファンドレイジングなどを強化します。HPもリニューアルする予定です。正会員・賛助会員の皆さま方には、来年も引き続き会員としてEMA日本を支えて下さいますようお願い申し上げます。また、少額でも結構ですので、私共の活動を資金面で支えて下さいますよう、お願い申し上げます。（お手続きはこちらからお願いします：http://emaj17.jeez.jp/donate クレジットカードも使用可能！）
一日も早く同性婚を実現し、法律による性的指向に関する差別をなくし、誰もが自分らしく生きられる社会を作るために、EMA日本は2017年も頑張ります！
2016 is our third year, and we are happy to say we have made progress.
We held EMA Japan’s 2nd anniversary party in February, to which Ms. Chinami Nishimura, Member of Parliament (MP) and Secretary General of the Parliamentary Caucus for LGBT, sent a congratulatory message. Ambassador of Denmark also graced the occasion – Denmark is the first country that granted de-facto same-sex marriage. In the Diet, the Democratic Party, the largest opposition party, along with other parties submitted the bill for the elimination of discrimination against LGBTs. The ruling Liberal Democratic Party (LDP) also released its policies related to LGBT. During the upper house election in July, EMA Japan published the list of the candidates who supported marriage equality, and many of them won seats. MPs from both ruling and opposition parties, including Ms. Tomomi Inada, Chairman of the Policy Research Council of LDP, were open to listening to our voice on the legalization of equal marriage.In November, LGBT Lawyers and Allies Network (LLAN), the network newly formed by lawyers of law firms such as Freshfields Bruckhaus Deringer, Linklaters, and Morrison Foerster, as well as Goldman Sachs, held an Equality Gala dinner, with the support of other lawyers from Japan’s major firms, including Anderson Mori and Tomotsune, Mori Hamada and Matsumoto, Nagashima Ohno and Tsunematsu, and Nishimura and Asahi. In the Gala, President of the American Bar Association and the former justice of the High Court of Australia gave speeches to support the legalization of same-sex marriage in Japan. Two representatives from the Japanese Diet, Ms. Karen Makishima, Deputy Secretary General of the Parliamentary Caucus for LGBT, and Ms. Noriko Miyagawa, Secretary General of the LDP’s Special Panel for LGBT, also participated.
EMA Japan also had opportunities to discuss the necessity of same-sex marriage at companies such as Avanade and co-organized several symposia about marriage equality with the association of lawyers. We believe that these activities contributed to increasing the momentum toward the legislation that would secure the freedom to marry in Japan.
Among others, the highlight of our activities this year was inviting Mr. Evan Wolfson, to Japan, who was the president of Freedom to Marry and had played a central role in the realization of same-sex marriage in the United States.
We wish to express our gratitude for the immense supports of the Embassy and the Consulate Generals of the United States and the local associations of lawyers for human rights for Evan’s lectures in Tokyo (American Center), Sapporo, Osaka and Naha. We also would like to thank the Embassy of the Netherlands, the first country that legalized same-sex marriage in the world, for providing a venue for his luncheon lecture. Last but certainly not least, we would like to express our sincere appreciation to the participants of these lectures as well as the sponsors, Delta Air Lines, Freshfields Bruckhaus Deringer, Morrison Foerster, and Linklaters that provided kind and generous supports.
Not only did Evan discuss the importance (or necessity) of marriage equality with people across Japan, but suggested what activities EMA Japan should focus on. His messages encouraged us to develop and implement more concrete strategies toward generating public opinion, taking legal actions, promoting same-sex partnership policies at local governments, and lobbying effectively at the national level.
There are currently seven directors of EMA Japan, all of them possessing a full-time job, working for EMA Japan on a voluntary basis. The directors, along with other EMA members and volunteers, have conducted the various activities mentioned above. In 2017, EMA Japan will bolster its capabilities – office structure, public relations, fundraising and other activities, including renewing our website, to implement the strategies. EMA Japan will continue to strive in 2017 for pursuing a path to the freedom to marry, elimination of the legal discrimination on the ground of sexual orientation, and promoting the society where everyone can enjoy his or her life as he or she wishes.
